The Australian Civil Aviation Safety Authority (CASA) were looking to gather pilot feedback on a new medical self-declaration policy for private pilots. If successful, it would improve accessibility to self-certification and simplifying healthcare arrangements for the private aviation community.
To ensure the policy covered all areas of concern and met the industry’s needs, they needed an online consultation that was widely and easily accessible.
Piloting transparent public consultations with Citizen Space
With Citizen Space, CASA were able to obtain qualitative and quantitative responses from the aviation community and assess the overall sentiment toward the proposed scheme.
With Delib’s simple export system, they could then pass the data over to a third party consultant for objective analysis.

The scheme received a “substantial” response with 849 consultees weighing in. This highlights the clear eagerness of the community to be significantly engaged in the policymaking process.
From the consultation, CASA identified three key themes to address and received valuable insight into the aviation community’s desire for simpler healthcare processes that still maintained the same level of stringent risk protection.
The overall positive reception of the proposed scheme suggests that the aviation community supports the efforts to simplify the medical certification process. However, the feedback also underscores the need for us to ensure that operational limitations, control mechanisms, and the efficacy of the self-assessment process have been addressed.
