Often, the most exciting work we do has to stay under wraps, so we’re really delighted to be able to buck that trend and show one of our favourite recent projects: delivering the BBC Trust’s online consultation system.
In their own words, ‘the Trust sets the course for the BBC. We represent the public who own and pay for the BBC’. Clearly, the BBC Trust has an enormous responsibility to involve people in governance and to connect the public with decision-making – in an area that is hugely important to a huge number of people.
Just scanning through the ‘about’ section of the Trust website should tell you why we’re excited to be working with them:
“The Charter and Agreement gives us powers to set BBC strategy, agree top-level budgets, and ensure standards are kept to through regular reviews.
The 12 Trustees, supported by the Trust Unit, make sure the BBC listens to the voice of the public.
Before making significant decisions we consult the public directly and through our Audience Councils.
We work openly. We make our decisions based on hard evidence and wide consultation.”
Important decisions that matter to a lot of people and affect the operation of a very significant public institution – that’s the sort of work we love to be involved in.
So we were delighted when, having decided that they had to have an online element to their consultation work, the Trust chose to use a customised version of our Opinion Suite system to manage, publish and run its consultations online.
We were able to provide the Trust with a combined Consultation Finder and Quick Consult system that has:
- - a clear lay-out and straightforward options for browsing and searching consultations
- – a built-in, flexible online survey tool
- - WAI AA accessibility
- - custom design to match existing visual design
- - the ability to support high levels of traffic (there can’t be many consultations that get a plug on the Chris Moyles show)
- – RSS feeds for easy sharing and Excel export for easy reporting

Is Opinion Suite Plone based, or completely bespoke?
Plone based, though we find ourselves doing bespoke versions of it pretty often.
